fender rolling / rust

hi guys two part question,

black e46 rusting on the obvious spot where i think 90% of them rust, the passenger rear fender, any good CHEAP places in Toronto to do minor body work to fix this up , i previously did rust repair myself on e36 but would rather avoid the hastle

2nd part
if i want to roll my fender what are the risks if there is rust, any recomonendations suggestions..
