You sure there's no problem with your TB or cable? 3000 doesnt seem sustainable if your TB is closed and its just your ICV putting in air.
It might be possible. I was able to get my car to idle at 2000rpm (with my MS unit) for break-in by just changing the idle settings in Tunerstudio.
However for a stock DME with just a chip in it that is not normal. I'd suspect a vac leak, when you swapped injectors you might have bumped one of the connectors or hoses post throttle plate on the throttle body, or one of the vac lines.
