I'm an insurance broker. The rules on modifications are about as clear as mud. Different companies have different tolerances for different modifications.

Most often with engine modifications you'll end up with a facility policy. It is expensive but there are NO restrictions.
Age of the driver is a heavy factor. I've had suspension kits get 23 yr olds declined with the same company who happily accepted a 32 yr old with an ECU tune, suspension, air intake, rims, and body kit.
Your conviction history is key as well, obviously.
