Certainly, but it might be hard to get started and tighten given where it's located. I can't remember if there's room for your hand or a wrench.
Make sure you use a corrosion resistant nut/bolt.

I ended up just taking off the #2 bracket support. My cousin works at BMW and he said this is just overkill since the exhaust is already supported very well. For instance, when a custom exhaust is added, this bracket isn't even used. All in all the noise is gone. I hope this will be of some help for anybody else.
