Whining noise at startup

Any ideas what's making that noise? It stops after about a minute after start up. I put a description in the video...

It appears to be coming from that part in the first 3 seconds of the video. I'm sorry if it moves around too much...it was a video shot mostly for myself and I didn't think of uploading it until now.
