Approx. how much would it cost to replace said cylinder? Anything else needed to certify?

around $1500-$2000

Would you consider having it fixed and certified? Your Freelander is something I'd get for winter but don't feel comfortable buying as-is.

What's "New Cylinders" mean. Does it mean the cylinder sleeve (s) have slipped.
