While many might not care about a beater, pretty much everyone cares about their driving record, insurance rates and (hopefully) the safety of themselves, their passengers and others.
Basic psychology refers to the fact that when people no longer have the fear of damaging things they own, they become more careless around those things.
The fact that most people still care about health and safety of themself/others is natural human given sense, regardless of weather conditions.

My reading comprehension is good but how is yours?
There are many many examples that I can say why a "shitty beater" is not a good/safe idea, but I'll give you a few, see if you agree:
-One will be forced to drive slower in snowy conditions because the "shitty beater" doesnt have traction/stability control, or simply doesnt drive well> therefore slowing down traffic > unsafe.
-One will be forced to brake ALOT sooner, because of the lack of ABS (if your car has abs, then it doesnt apply to you) and the fact that brakes are overall shittier then your other car> slowing down traffic> unsafe.
-If one doesnt care about their "shitty beater" they may park it less cautiously then if they drove their summer beauty> carelessness> unsafe.
I'm only talking about snow/storm/deep snow conditions, because if there is no snow, there is no problem.
Also, the term beater should be justified by someone as I personally know some people whos winter cars are better, more expensive then their summer cars(those, I wouldnt call a beater, but rather just a winter car).
The fact that one's winter car is simply better in winter then a summer car (as someone mentioned )makes perfect sense to me and is a smart and save decisions.
