Well, I went under the car and check all the pipe connection and tighten it more and now its working fine. I'm getting 8 boost and when the weather is cool I get 9 sometimes.

It will be running below the spec, you should get either abnormal behavior, it will also trip CEL. Do remember the vacuum is very important to run engine. For OBD2 car it does anyway!

I have a vacuum leak on a S/C car - where would i block off in order to smoke test the system to find the leak?

Mine was intercooler hairline crack. So what the shop did first troubleshooted from to intake to intercooler, then intercooler itself, then pluming from intercooler to manifold. I think it was the easiest way to do it.
