Since then, he's won over more of the former and avoided the latter, executing a disciplined campaign that propelled him into first place in the most recent poll.

But now a taped phone conversation in which Mr. Ford offers to help an ill man “score” the powerful painkiller OxyContin “on the street” is raising fresh questions about whether the councillor has the judgment to lead Canada's largest city.

Mr. Ford, in turn, is accusing the man who taped the exchange of setting him up, saying he only suggested buying illegal narcotics to get rid of an agitated caller who knew where Mr. Ford and his wife and two young children live.

This was a set up. Who records a 50min conversation without having intentions on going public. BTW, This guy was introduced to Ford but a Toronto star guy years back. Funny how the star was the ones to get the story now.

I think it's a strategic plan by "who knows who runs this place" to get the people to vote for him. Mind control.
Make up an absurd lie attacking the mayoral candidate they want to run/control while in office. Make it seem like he was just doing the right thing and this is a desperate attempt by the other candidates to defame him. The people see this and sympathise, have an emotional connection, think that the candidate is actually honest, and therefore vote for him. Among other things.
They did the same with Obama.
