The rule is 2 seconds of space.
Driver of a truck can see brake lights 1 mile up the road. Truck drivers will appy brakes when a vehicle 1/4 of the mile applies his brakes, giving him ample time to stop.
You following 40' behind can't see the vehicles further up the highway, therefore you are looking for his brake lights. If it was an emergency you would not have enough time stop.
