Do you want to lose the ASC? I wouldn't get rid of it if you dont have a bunch of supporting mods. If you get a silicone intake elbow you can choose to get ones that maintain the ASC.
The ICV is idle control valve, its just a hose that sticks into the intake elbow and it is not something you want to remove, no It is not responsible for asc.
Replacing the rubber will not affect the ASC, there is two metal housings bolted together on the intake plenum, the one directly attatched to the manifold is the throttle body, and the other which is attatched to the thorttle body and has slight bend is the traction control unit, it narrows down and restricts the intake path slightly.
