broken bumper bolts

tried taking off my front bumper to install m bumper... the 4 bolts on the front are rusted to shit and i've snapped 2 off...

looking for suggestions to remove snapped bolts, and properly install new bumper?

The easy way is to get some new bumper shocks...I got a few!


If you drill the old ones out, you wont be able to keep the bolt from spinning once you install the bumper/cover...
