It's city council that has all the pull and is the source of all the decisions good & bad.
Mayors are only their short term and can't really change much without risking being booted out by city council who still will be their after the mayor is gone & make the same mistakes again.
So booting your mayor will solve nothing, it's the council you need to go after if you actualy want anything to change. So dig up how they have wasted your money (over decades) and you may even get a mayor on your side along with the media that a mayor brings to implement real change, you know the mayor's actual job.
No support = No power hence why physical protests sometimes work.
