You're sort of right and you're sort of wrong.
York Region is not Toronto. That part is correct. It is part of the GTA though, along with Durham, Peel and Halton Regions.
It is also not Vaughan. Vaughan is part of York Region, not the other way around. York is a Region, Vaughan is a city.
York is composed of Vaughan, Richmond Hill, Newmarket, Aurora, Markham, King, East Gwillimbury, and Whitchurch-Stoufville.
