Installing bumper grille

hey guys, I'm trying to install a new bottom grille on my brothers car. What is the easiest way of doing this? It seems like its a tight squeeze to put in the new grille and I had to cut the old one to get it out. Do I have to remove the bumper?

This is for an Mtech II pre-face lift bumper.
