Fuel Overspill .. ??

Okay, another issue that I must deal with. Overspill. I fill up and splash, the gas ends up on the ground when its full. I've heard of a few guys with this problem and was wondering what I can do to fix it. Is it the Reserve tank, the lines, the neck?

Any help is appreciated.
