web programming

i need to know how hard it is to do some programming for a website,

its for a school project im doing in marketing, and i want to actually go ahead and create the site (if its at all possible by myself)

I want to create something similar to webct (for those who dont know what webct is...)

i need to be able to program user names, and passwords, and have seperate accoutns for ppl to log in, to view a public bulletin board sort of.. what kind of programming is needed for something like that, kind of like a forum board. but very basic / simple

is it all technical, or are there programs out there, that are easy to use..

or is something u'd pay someone to do?

if thats the case, is anyone here capable of doing such programming?

Your best bet is php with mysql for the backend instead of using text(flat)files.

vb.net is a pretty universal language. A good start.

Tells us exaclty what you need. There are tonns of ready to go engines built already that you might be able to use, or do YOU have to create the system yourself?

PHP is your best bet, it's free and easy to learn & supported by all servers. VB is shit
