It is a little more complicated than that. He specifically contacted people who were LOBBYING city hall. You are trying to get a contract with the city and the mayor sends a letter on city letterhead to ask for donations. It's a subtle form of extortion and implies corruption. You donate to my charity and maybe your chances for getting a city contract go up. Maybe they do and maybe they don't. You never know if you win and if you don't win the contract, you will wonder if things would have been different had you donated. That creates the appearance of corruption and it was an appropriate ruling from the guy who thinks he is entitled to everything and has absolute power.
Maybe that makes it clear.
