Well after a lot of searching I finally found the info regarding daytime running lights.

The reason it was harder to find is because it actually falls under Federal laws. Specifically the Canada Motor Vehicle Safety Regulations Section 108.

The cliff-notes: Cars are required to have DRLs unless parked. They can utilize any light on the front of the vehicle but must meet certain intensity requirements and must not interfere with other drivers coming the other way.
