ummmm....I would say.....professionally speaking....NO!! in all my years I have never used that to get rid of swirls. Sanding discs are readily available for that but I don't know what kind of "pad" that would need or have to polish the car. Orbital tools leave very small circular marks - common to see in body shops. You need a "product/paste/liquid" and you need the proper machine and applicator. I don't know why CT advertises this as such. I've seen there advertising in error more then once in my day.
