Why does 1:1 matter? The wheel speed is still reduced by the differential ratio, which is different on many models.
Basically as long as the car doesn't peel out on the dyno drum it doesn't matter what gear the car is in. There is a pulse sensor attached to the engine which tells the dyno what the engine rpm. Dyno will calculate the proper tq reading regardless of gearing or tire circumference.
