static, unless you're gonna put auto leveling, you will blind oncomming traffic just as much as standard elipsoids.
If you're turning fast (highway ramps, late track nights) you'll want very distant and wide lighting. Fogs have no purpose outside of fog, don't make them something they aren't and can't be.

Real HID projectors will have less glare (although our halogen housings do have little of it relative to others), and also lack the blinding flare of BMW ellips (minus the US oddities).
