Admittedly AutoCheck is the worst one, but it does report an accident in NJ. It's free, carproof should have better data but you have to pay for that. Last reported mileage was in 2007 in NJ. 50k Miles.
I'm sure the UVIP would have mileage reports for each renewal, that would be a better way to catch them red-handed, but again you gotta pay for that.
