Regrardless of whether or not the CEL is on, the client has the option to go ahead with the e-test, or look into having it diagnosed and repaired prior to doing the test. They're just made aware that there is still a charge pass or fail.
I'd say 99% of the cars tested with the CEL at my facility has failed, the odd one somehow went through.
