I had the same problem when i registered my car. I just got my mechanic to fill out the form and appraise the car for less than I paid for it. They had trouble finding him in their system but since I said I paid more than it was worth they taxed me based on that amount.
It's probably the fastest way with the least hassle to do it. (albeit somewhat illegal)
