Listen, I completely agree, the police do have too much power. And they have no idea what they're talking about. But I have yet to hear one person complain about having their plates pulled that DIDN'T have at least one illegal modification to the car. In this case all it seems to be is the headlights (the too low thing and the brakes are not laws at all), which sucks for him, but the law was broken.
There was private ownership in communist countries - most people owned their homes or apartments. Also private business existed, but not on a large corporation scale.
