What part is this?
 

The cap that is on the front spindle, it sits inside the hub, I was just wonder if I would be able to replace it or would I need a new spindle because it doesn't look like it comes off Attachment 110196Attachment 110197

That's a dust shield for the back of the bearing.
It definitely comes off. If you don't care about it you can just rip it in half to get it off.

I'd just give it a little scrub with soap and water and tremclad it, if you're worried about the corrosion on it. It's not a vital piece.
