Programming Tool?

Does anyone have a bmw programming tool? I want to set up my turn signals to flash on and off when I lock/unlock the car. The dealer charges $119/hour and it only takes a few mins to do fcplm

If anyone has one let me know. I'm more than willing to pay but deff not $120 *th-up*
