pardon my ignorance to the FI world, but is that 4 turbos i see? (2 large, 2 small) If not, what are those 2 small turbo looking things!?

i am not sure what you mean but i assume its the wastegates if you are talking about the ones closer to the engine and behind the turbos

Either that or he's mistaking the turbine and the compressor as individual turbo units.

could be twin turbo x2.
one small scroll and one big scroll per pair

It's pretty clear that there's only 2 turbos not 4.
