Best Three stage wax system that I can buy anywhere(ie crappy tire) that will remove small scraches and swirl marks from the winter. I will be apply this by hand, so something that doesn't require too much elbow grease would be great. I am trying to avoid claybaring the car. My car is sooo dirty!!! I want to clean her this weekend and put on my summers.

Why are you avoiding claybar? Claybar is a great thing to do every once in a while. Also if you really want to get rid of swirls, your best bet is a good compound polish but you don't really wanna mess with those unless you have some experience with them, you don't want a hole in your paint.
If you just want something from Crappy Tire get like a Turtle Wax polish. Try it out in an outofsight place first and keep the orbital moving.

I'm looking for something that I can do by hand....my car isn't really scratched, just liittle swirls from taking off the snow from the car with the brush.

Its not $$$, decent shine, and lasts since its a sealant.
I used the Mothers system a long time ago, it only work OK on dark cars.

I have used many different waxes and the one I like the best which is really easy to apply and remove is the Meguiars 3 stage wax. Also for those swirl scratches use Meguiars Light scratch and Swirl mark remover in between the first and second stage.
No matter the colour of the car you will be impressed.
I have all the stuff and will do it for $40 if you are worried about messing something up yourself.

Last year, my initial 3 step (well 6) treatment on the M3 included:
Clay Bar to remove EVERYTHING from previous year,
Mothers Stage 1
Mothers Stage 2
Meguiars NXT Wax (in place of the Mothers stage 3 wax)
Worked like a charm and all by hand in about 4 hours. I could come up with a couple of other slightly better combos but they would have to be sourced online more expensively, shipped and wouldn't be free with the Can Tire money that I accumulated on my card :)

I did the same Antz did, 5 stages, all Mother's products. Worked like a charm, car looks like it has a brand new paint job. :cool:
I highly recommend Mothers products, been using them for years.
If you haven't done the clay bar treatment in a few years, definetly recommend it. Its one of those things you have to see to believe, it'll leave your car smooth like glass! *wiggle*

This is late but....
I'm going to second ShortShifter. Get Meguiars. Amazing stuff. I'll be posting pics of my polished E30 soon. I first used the stuff on my E34 M5 and everyone thought the car had been repainted.
I used #9 Swirl Remover, did the whole car with a coat of ScratchX too, then a coat of glaze (forget the number), then High-tech Yellow Wax. I'm getting amazing results on the E30 now, same reaction. I don't think there's better stuff generally available.
