Do I need to drill holes on the holder to fit an Ontario plate on?

no you dont, but you do need to use smaller screw to mount the plate

Do you still have them with you and where can I source one? And btw this will fit a m-tech II bumper right as far as I know the rub strips are the same for the stock bumper.

Just go to Home Depot and pick up a few wood screws. Make sure they're bigger than the ones you already have now, and just screw them on. It'll work its way into the plastic and secure the plate tightly. Shouldn't cost more than a few bux.
