Urethane is a very flexable rubber like material which is stronger than fiberglass but more expensive. ABS plastic is what is used on most OEM factory bumpers. I would use fiberglass for a front bumper as a last resort. It's easy to crack if it's poor quality (not enough layers). But some bumpers can be made to be very strong out of fiberglass, it's also very easy to repair.
