fer the first one, use a tripod and a longer exposure, then you will have a brighter picture and won't get camera shake.

the second, not sure!

for the 2nd pic, u'll have to set a long exposure, around 2 sec should be fine i think... of coz, with the proper aperture.
make sure the camera sits or is mounted steadily so you won't get a blurry pic due to the long exposure...
during exposure, slowly and steadily apply gas to rev the engine and you'll get that cool engine rev-ing effect
taking a nice pic requires patience and experience, practice is the key ;)
