My brother brought his Canadian E46 to the states several years ago (exported), and now he's bringing it back permanently. Does he have to pay import duties? (That would be ridiculous...)

The CBSA might just have him wrap a Canadian flag around it and empty a bottle of 110% organic Canadian maple syrup while singing the national anthem with a hand on his heart.

They cant charge taxes on any good twice, therefore you are good.

You will have to provide proof that you paid taxes when you bought the car originally.
