First we are going to replace the front wheel. So make a selection around the front wheel of the black car using the eliptical marquee tool..which can be found at the top left corner of your scree. To edit your selection go to
"Selec - Transform Selection"
and drag the edges/corners as necessary.
Press "Enter" when you are done.
Try getting a little bit of the tire selected also

Since the two cars we picked are facing the same direction...you do not have to edit much...if they werent you could go to
Edit>tranform and fiddle with the tools you have there....
Now with this image, you are going to copy your selection by pressing
While you have the layer with the wheel selected on the new picture, go to
"Edit - Free Transform"
and drag the various points of the box so that your wheel covers up the existing wheel.
again, you can go to edit>tranform and fiddle with those tools to get the rims looking just right....
This is how mine came up

Now since the back wheel is identical to the other wheel...
you can see on the right (layer menu) you can right clck with your mouse button on the wheel you previously made and then go Duplicate layer...
another layer will form on top of the other layer, then simply drag it and repeat the last step to make the back rim fit.

If the rims are too dark or too light go to:
Image>adjust>brightness/contrast AND image>adjust>levels
and fiddle with the options there...
The final product should look something like this....
