Cooling fan always on

Hi,

MY 318 has a pulley/clutch style cooling fan.

As soon as I turn on my car the fan is running, is this sign of the clutch being broken?

Should the fan be on as soon as you turn on the car from cold?

I thought my thermostat was toast due to not getting up to temp on a cold day last week but then I saw to today that the fan is on all the time.

It's alright for it to be on all the time but it should be at a constant speed, not revving with engine.

SO even in the winter the fan will be running? The fan was running at a high speed.
