this guy says he used the Tool line tool and traced over the original Image....i cant seem to find that tool (i have ps6)

very nice man, but i think he use a drawing taplet(sorry if i spell it wrong hehe)?

all he said is that he used the tool line to trace that drawing, and he just filled it in with colour afterwards ?
